Participants describing experiences with implementation of health programmes in Māori communities emphasised engaging with communities, alignment of programme to the culture and community, strong leadership and good relationships that allow for sharing appropriate and digestible information as key facilitators. Barriers to effective implementation focused on a lack of engagement and lack of cultural fit as well as systems constraints and lack of funding. Overall, rangatiratanga, following tikanga, and building on whanaungatanga, while getting financial resources and systems support, are the core elements to supporting implementation efforts. Participants describing experiences with implementation of health programmes in Pacific communities emphasised cultural alignment (including being able to adapt existing programmes to be consistent with the community), co-design process, engagement with communities, strong leadership, and good collaboration with other providers as key facilitators. Barriers to effective implementation focused on a lack of engagement and lack of cultural alignment by mainstream providers, as well as insufficient capacity. Overall, strong leadership, collaboration, and capacity, guided by specific cultural principles and approaches, are key elements to effective implementation.
